Luis is a strategist, program builder, and community leader dedicated to expanding economic opportunity through entrepreneurship, workforce development, education, and cross-sector collaboration.
Over the course of his career, Luis has designed and led initiatives that connect individuals, organizations, and communities to the resources needed to thrive. His experience spans economic development, entrepreneurship ecosystem building, workforce advancement, program design, strategic partnerships, and organizational growth.
Luis has worked with startups, investors, nonprofit organizations, educational institutions, and public-sector partners to develop programs that strengthen talent pipelines, support entrepreneurs, increase access to capital, and create pathways to long-term economic mobility.
He has led statewide initiatives, built partnerships across diverse stakeholder groups, and managed programs focused on creating measurable impact for underserved and emerging communities.
